Killington Selectboard Meeting Highlights, Jan. 17

Economic development and tourism

The Interim EDT Director gave an update on the support the Town is providing for the Winter Dew Tour including: funding a public transportation system, creating maps and other promotional materials, coordinating promotions with local businesses, staffing an info booth at the Festival Village, and assisting with media relations. She also discussed plans for upcoming 2012 events including the Nor'Beaster, the Vermont Challenge and the Spartan Race, as well as plans for upcoming marketing efforts to attract more weddings and promote the Byways system.

2011 general fund budget

The Interim Town Manager presented the revised budget proposal which incorporates all the Board's changes to date. The budget includes a spending plan of $3,901,905 which would fund the all of the town's anticipated 2012 operating expenses, golf debt payments and flood recovery costs. The budget would not require any increase in taxes and relies on revenues from increased non-property tax income, FEMA reimbursement and undesignated EDT funds, as well as contributions from appropriate capital programs.

A copy of the budget proposal is available on the Town website. The Board voted unanimously to pass the budget and present it to the voters at Town Meeting. The Board plans to approve the Warning for Town Meeting at a Special Board Meeting next week.

The Board also discussed a concept of raising additional revenue through a flat assessment of $70 to each property in order to pay off additional golf debt.  The proposal included providing each property owner a voucher for a free-transferable round at the golf course in exchange for the payment. The Board asked the Interim Town Manager to research the legality and possible structure of the proposed plan prior to the next meeting.

Discussion of a five-person selectboard

The Board discussed the merits of a expanding the Board to five members and if they should include the question on the warning at Town Meeting. After a lengthy discussion, the Board voted 2-1 not to warn the question for Town Meeting.

Next selectboard meeting

A Special Selectboard Meeting is scheduled for Tuesday, Jan. 24. The next regular meeting is scheduled for Tuesday, Feb. 7.

These Highlights are based on my observations of Select Board meetings.
